    Goals / Remit

    ZWE is an European independent initiative bringing together organisations and municipalities committed to work to eliminate waste in Europe. ZWE is participating in the international organisation Global Alliance for Incinerator Alternatives (GAIA) and the Zero Waste International Alliance (ZWIA).

    Main EU files targeted

    ZWE is involved in the transposition of waste directives, including waste package (waste framework directive, landfill directive, ecodesign) and single-use plastics legislation but also product, energy and toxics & health policies. ZWE is also working on climate policies such as EU 2050 climate strategy, Renewable Energy Directive, EU ETS, and Sustainable Finance. ZWE works on other issues as a member of the international network GAIA but these activities don't fall under the register.

    In the area of environmental policy, one the most successful was the campaign launched around the revision of the Waste Shipment Regulation that led to a prohibition on EU waste exports outside of the OECD. The Plastic Waste Trade Manifesto was launched in April 2021 and was supported by 36 MEPs and 89 civil society organisations around the world. The manifesto was handed-over to the Commissioner for Environment on the 29th of September 2021 during an action in front of the European Commission and the Council of the European Union.

    In the area of climate policy, one of the most successful activities was to get the ENVI committee rapporteur on the EU-ETS to propose the inclusion of municipal waste incineraters in the EU ETS. The success was largely due to two factors: research on the benefits of the inclusion by a prestigious research institute - CE Delft and the mobilisation of key industries.

    In 2021, we registered 1425 press mentions (as opposed to 813 in 2020 - a 75,28% increase). Likewise, by end of 2021 we had added 231 new contacts to our Press List (a 31% increase from 2020), gathering press contacts from news agencies, trade press outlets and media titles at the local level - thus make it more diverse and better segmented for our working topics.
