    Goals / Remit

    The aim of the PREPARE programme is to strengthen civil society and to promote multi-national exchange in rural development, with a main focus on the new EU member states and accession and neighbourhood countries of Central and Eastern Europe. The PREPARE partners wish to promote dialogue, trust, confidence and co-operation between local actors, governments and all stakeholders of rural development, at all geographic levels. Their desire is to see rural communities empowered to participate in decision-making related to sustainable rural development.

    The PREPARE partnership embraces 20 organisations. Each partner organisation is represented on the Organising Group. Each partner organisation has its own board, typically between 5 and 15 persons. All boards are dealing with European rural and regional development policy, which means that there are approximately 100 persons involved indirectly in the scope of the Transparency Register. In total, the 19 partner organisations have over 10,000 member organisations or affiliated local groups and over 100,000 individual members.

    The actual costs for staff are low due to the fact that PREPARE is a project organisation depending on successes in different calls and applications. The voluntary effort is considerable.

    Organisation has changed legal status.

    Being a project-organisation, the Board looks for funding from different sources.The Alter project financed some travel and activity costs. PREPARE is partner in an Europe for Citizens call and has 10000€ financing to organise an event and to it related expertise and travel costs and to be used by the end of January 2020 (5000€ in January 2020). PREPARE was partner in a Horizon consortia on rural policy twice without and applied funding from the Black Sea Trust, but without success. We prepared also an application through the the National Endowment for Democracy Grant programme but time resources did not allow to go forward. An application to the NED programme will be done March 2020. PREPARE is involved in the planning phase of a LEADER TNC project supposed to start early 2020 on LEADER and in a tender on Smart Villages from the European Commission. The work is consequently done mostly on voluntary basis without staff costs. Membership fees are around 1500€ yearly.
