Goals / Remit
ECOS was established in 2001 to enhance the voice of the environment within the European and international standardisation system.
ECOS' mission is to ensure that European and international standards contribute to a better environmental performance of the economy in the European Union.
ECOS' goal is to defend and promote the environmental interests in the development of standards at European and international level, especially those produced in support of European environmental laws and policies.
More specifically, ECOS' objectives include:
- To represent European and national environmental organisations at technical and decision-making level within the international and European standardisation process;
- To cooperate with the EU Commission and other stakeholders in the relevant standardisation bodies;
- To coordinate the environmental associations’ contribution to the enhancement of environmental aspects in the standardisation process at international, European and national levels;
- To promote and assess the integration of environmental aspects into standards with the purpose of reducing negative environmental impacts;
- To assess the quality of standardisation processes and discuss with European Union decision-makers on the basis of these assessments;
- To protect the interests of the environment in the work of the standardisation bodies;
- To contribute to the improvement of consumer choice by providing a wider array of environmentally sound products;
- To disseminate information about relevant standardisation processes among environmental organisations;
- To promote the active involvement of environmental organisations in standardisation matters at national level and between national, European and international levels;
- To promote the EU legal provisions that support the integration of environmental interests in a structural manner in the European Union standardisation process and policies.
ECOS is a Partner Organisation of CEN, the European Committee for Standardization, and CENELEC, the European Committee for Electrotechnical Standardization. ECOS is a member of ETSI. ECOS is also a “liaison organisation” to several technical bodies of the international counterparts of CEN and CENELEC, respectively ISO and IEC. ECOS participates to political and strategic developments within the standardisation organisations and contributes, mainly through nominated independent experts, to standardisation work on ECOS’ priorities. ECOS’ priority areas include climate change and energy, energy efficiency, circular economy, and environmental health. Furthermore, ECOS works to promote balanced representation and effectve participation of societal stakeholders in the standardisation process.
ECOS also represents the environmental interests in the implementation of European product ecolgocial policies, including the EU Ecodesign of Energy-related Products directive and the Energy Labelling directive. More specifically, ECOS brings the environmental expertise in the development of product-specific legal requriements for consumer and industrial products sold on the EU market with a view to enhance their ecological performance during their entire life-cycle. ECOS provides comments on the product-specific technical studies commissioned by the European Commissionm, participates in the Ecodesign Consultation Forum and contributes to the implementation process from the technical stage to the decision-making in “comitology” providing expertise and position papers to the Commission, Member States and the European Parliament.

1. ECOS is a Partner Organisation of CEN, the European Committee for Standardization (EC Register Identification Number: 14168793342-48) and CENELEC, the European Committee for Electrotechnical Standardization (EC Register Identification Number. 58258552517-56).
It is ECOS’ core mission to represent the environmental NGOs (ENGOs) within the European Standardisation Bodies. “Representation” in that sense has two aspects:
- Representing ENGOs in the technical bodies of CEN and CENELEC and contributing technical environmental expertise and positions in the standards development process,
- Representing ENGOs in the governance structure of CEN and CENELEC.

2. ECOS is a “liaison organisation” to several technical committees and sub-committees of ISO, the International Organization for Standardization and IEC, the International Electrotechnical Commission.

ECOS is committed to transparency about EU interest representation. ECOS believes that this register fails basic transparency standards and that it does not provide EU lobbying transparency. When registering, we have therefore chosen to give all relevant information that we consider necessary for lobbying transparency. A credible EU lobbying transparency register should include names of individual lobbyists and the issues that they try to influence, to provide precise and comparable financial information on lobbying, and have effective sanctions to ensure the accuracy and completeness of the information disclosed. In an effort to arrive at a more objective way of calculating lobbying expenditures, we follow guidelines developed by the Civil Society Contact Group and ALTER-EU that reflect the advice of professionals working on lobby transparency as well as relevant aspects of US lobby disclosure legislation. Our registration is therefore providing a more comprehensive calculation of our lobbying expenses, and a complete list of anyone who, in the name or on behalf of ECOS carries out activities with the objective of influencing the policy formulation and decision-making processes of the European institutions.

Communication activities
ECOS meets regularly with European Commission officials from DG GROW, DG ENV & DG ENER relating to ecodesign and standardisation.
ECOS carries out a range of communication activities in order to keep members and stakeholders up to date on our work.
Through the ECOS website (www.ecostandard.org) updates on our work is regularly provided, alongside news concerning ECOS work areas. All of ECOS position papers are available on http://ecostandard.org/?page_id=1762
The Public ECOS Work Programme 2017, and Public Annual Report 2016 are available on the ECOS website.
The ECOS Newsletter is released six times per year, and is sent out to our members and other subscribers. It is also publicly available through the ECOS website.
ECOS has two social media accounts which are regularly updated, Twitter https://twitter.com/ECOS_Standard and LinkedIn https://www.linkedin.com/company/ecos-eu.
ECOS’ Members are also informed of the activities of the organisation through regular email updates.
On 21 June, the third annual ECOS Workshop was held. ‘Different products, same problem? Examining shortcomings in test methods and practices for energy-related products post-Dieselgate’ included speakers from the European Commission, and ECOS’ members, experts and partners.
On 13 October, ECOS, ANEC and ETUC held an event called “Making standards serve society” where they brought together representatives of the European institutions, the standardisation community and civil society to examine the degree to which European standards meet the needs of civil society, including in the support standards provide to legislation and policies in the area of public interest.
On 7 December ECOS, CIEL and Oko Institut hosted the conference “Nanomaterials: State of Emergence or state of Emergency”, which was organised in the context of the three organisations’ work on the safe development of nanomaterials in Europe.Other activities
1. Standardisation
ECOS works with the European institutions and the standardisation community in areas related to the EU regulatory approach to standardisation, the EU standardisation policy, as well as the integration of environmental aspects in standardisation. Among other, we contribute to the development of EC standardisation requests (mandates) in support of European environmental laws and policies. We also promote and defend the representation and effective participation of societal stakeholders in standardisation.
2. Ecodesign
In the area of Ecodesign, ECOS works to ensure an ambitious Ecodesign and Energy Labelling policy framework. We also work closely with the Commission DGs running the Ecodesign-product preparatory studies as well as with the European Council and the European Parliament on the development of Ecodesign and Energy Labelling product-specific implementing measures.- Meetings
