In the EU Cargill has business operations in 20 countries in some or all of the following sectors:
- processing of wheat and maize into starches, glucose syrups and wheat proteins for food use; the production of starches also for the paper, corrugated, chemical and industrial binders businesses;the production of ethyl alcohol for food or industrial use; co-products are marketed to food and feed customers, manufacturing speciality ingredients such as maltodextrines, dextrose, sorbitol, mannitol, maltitol;
- malting of barley into a range of malts for brewers and distillers;
- oilseed crushing and vegetable oil refining and bottling; oils covered include rapeseed, sunflower, soya, maize, olive, palm and peanut. Cargill also produces biodiesel.
- cocoa bean processing into cocoa butter, liquor and powder; the manufacture of chocolate coatings and chocolate products for bakers and confectioners' use;
- manufacturing ingredients such as pectin, lecithin and hydrocolloids to improve the stability, texture, consistency and shelf life of foods;
- slaughtering poultry and processing poultry meat for retail food service and food manufacturing customers;
- formulation of animal feed, its production and distribution for commercial livestock and domestic pets; animal feed consulting services; creating and delivering optimal animal nutrition solutions.
- providing a wide range of premixes for all farm animals; including specific products for young animals and animals with special dietary and nutrition requirements.
- trading, shipment and storage of grain, oilseeds and other agricultural raw materials including cotton and sugar; trading of energy such as electricity and gas;
- R&D in the food and feed sectors, including formulation, applications, analytical chemistry and sensory analysis, novel ingredients, new processing technologies, nutritional research;
- chartering, trading, logistics, and risk management of ocean-going freight in the dry market segment (e.g. grain, coal) and the tanker segment (e.g. petroleum);
- financial services (independently managed): Black River Asset Management is a global asset management company; Carval is an investor in credit intensive assets, loan portfolios and real estate.

The estimated cost above represents about a third of the fully loaded in-house costs of our Government Relations and Regulatory Affairs team in our Mechelen and Vilvoorde offices (Belgium). This represents the costs associated with direct lobbying including participation in direct lobbying activities of the relevant trade associations. Other costs arise from information gathering and policy monitoring, the interpretation of that information, its internal dissemination, internal communication and discussions of business interests in relation to policy changes. Note that this amount does not cover our expenditure on the trade association memberships outlined above. These memberships provide us with a variety of activities. We expect these trade associations to register themselves how much of their budgets are devoted to direct lobbying. We employ one consultancy to assist us in one specific piece of interest representation on food security: Acumen. Its costs are included in the amount above.
