Goals / Remit
The Brexit referendum, the election of US President Trump, the spread of nationalistic movements across Europe, and the decreased trust and participation in the national and European democratic systems, made a group of individual citizens found the Europe’s People’s Forum (EPF).
By giving a voice to all citizens in the future policies for their societies the founders believed that also marginalised or apathic population groups would engage and actively take part in strengthening democracy.
Stronger, more inclusive and modern democratic societies are the goal for EPF. We believe that participatory and deliberative processes between elections can add to this goal together with collaboration with other networks on democracy.
The EPF organises more than 35 national organisations, professional in organising citizens' participative and deliberative processes and democracy research. Further, the EPF organises more than 50 active civil society organisations in Europe.Main EU files targeted
The Europe’s People’s Forum stays independent and neutral for most topics within EU policies and EU legislation. However, within policies and legislation that is related to democracy within EU or as part of EU foreign policy, the EPF has actively been involved in the following:

The EPF has assisted substantially both orally, through participating in bi-lateral meetings and events, as well as in very substantial day-to-day proposed texts for the report as invited from the rapporteur
European Parliament Resolution on Citizens’ dialogues and Citizens’ participation in the EU decision-making - (2020/2201(INI))

Joint Declaration on the Conference on the Future of Europe
The EPF assisted substantially AFCO’s rapporteurs in written proposals and suggested in meetings the AFCO Committee members of EP and the European Commission at Cabinet level how to contribute to the Joint Declaration on the Conference on the Future of Europe.
Safeguarding Media Freedom and Pluralism in the Internal Market (Media Freedom Act) CNECT 1.1 - Call for evidence as part of legislative initiative.
EPF contributed with substantial analysis and recommendations for this legislative initiative.
Since EPF’s foundation in 2017 the focus for EPF’s influential work has gradually developed to follow the current context and trends.
1. Promotion of an EU policy integrating participatory methods in all legislative and policy initiatives from the European institutions as a response to the lack of citizens’ trust in our democracy.
EPF had in this phase more than 25 meetings at bilateral or broader level within the EC, the EP and the Council at Director General, Director and Head of Unit level.
2. Promoting that the EU should initiate a participatory process for citizens on its future policies and that a model involving as many of the 400 million Europeans as possible and on representative principles should be used.
EPF had in this phase developed a comprehensive and detailed methodology (shorter version at https://img1.wsimg.com/blobby/go/3174c081-812f-4bb0-be94-80988c268778/downloads/New%20methodology.pdf?ver=1656940971472 ) that fulfilled this ambition through local and European representative forums and online platforms reaching as many citizens as possible, strengthened by CSO’s involvement.
3. Promoting best technical and expert solutions during the implementation of the Conference on the Future of Europe
EPF did in this phase contact the Chair Presidents, the co-chairs and the Executive Board members as well as individual EC and EP members to keep and develop the optimal solutions during the process of implementing the conference. From a policy perspective particularly with a view of representativity and of reaching as many citizens as possible. Memorandum of Understanding with EESC.
4. Promoting an institutionalisation of future citizens participation at local, national, EU and European level as in the proposed foundation Center for European Citizens Democracy (CECD) (early version https://img1.wsimg.com/blobby/go/3174c081-812f-4bb0-be94-80988c268778/downloads/Centre%20for%20European%20Citizens_%20Democracy%2013%2006%20.pdf?ver=1656940971158 ), linked to strategic advise from the European institutions and member states.

Citizens Looking for Multidimensional Migration Challenges (CITIMIG)
Europe’s Peoples’ Forum is an active partner in this 18 months project that has been co-financed by the Europe for Citizens programme. The project aims to promote citizen participation in the EU policy-making process regarding migration from different perspectives such as economic, security and environmental among others. The goal is to gather experts, citizens and political leaders to discuss, give their views and achieve a policy briefing together. Following this strategy, the project aims to be innovative, inclusive and interactive.
JOINT CITIZENS’ FORCES – COMMON EUROPEAN FUTURE (JOCICEF)
Europe's People's Forum has been part of the project JOINT CITIZENS’ FORCES – COMMON EUROPEAN FUTURE (JOCICEF), co-funded by the Europe for Citizens Programme of the European Union and under the auspices of the President of the European Parliament. The project aims at empowering European citizens and civil society organisations and offers them a platform for structural dialogue with the EU policy- and decision-makers on the common future in a turbulent and decisive period for European integration.
