Goals / Remit
The Alliance for Lobbying Transparency and Ethics Regulation (ALTER-EU) is a coalition of over 200 civil society groups and trade unions concerned with the increasing influence exerted by corporate lobbyists on the political agenda in Europe. This can result in the loss of democracy in EU decision-making and the postponement, weakening, or rejection of urgently needed progress on social, environmental and consumer-protection reforms.
ALTER-EU is committed to transparency about EU interest representation. ALTER-EU believes that this register fails basic transparency standards and that it does not provide EU lobbying transparency. When registering, we have therefore chosen to give all relevant information that we consider necessary for lobbying transparency.
A credible EU lobbying transparency register should include names of individual lobbyists and the issues that they try to influence, provide precise and comparable financial information on lobbying, and have effective sanctions to ensure the accuracy and completeness of the information disclosed.

The main objective of the Alliance for Lobbying Transparency and Ethics Regulation in the EU is to promote transparency of the EU decision-making process and effective ethics regulations for EU decision-makers.
Issues covered in 2018-19:
- EU Transparency Register, its implementation and ongoing review through Inter-institutional Agreements the Commission, the Parliament and the Council
- Commission Work Programmes for 2018 and 2019, including the establishment of a mandatory transparency register for interest representatives
- Ongoing implementation of the 2017 Code of Conduct for Members of the European Parliament with respect to financial interests and conflicts of interest
- Ongoing implementation of 2014 European staff regulations
- Ongoing implementation of the 2018 Code of Conduct for Commissioners
- Ongoing review and updating of Rules of Procedure for Expert Groups

Following the guidelines of the EU Civil Society Contact Group and ALTER-EU, we have calculated that in 2017 ALTER-EU directly spent €18,025 on activities carried out with the objective of influencing the policy formulation and decision-making processes of the European institutions.
In addition, the organisations represented in the steering committee contributed in-kind staff time or other associated costs on behalf of ALTER-EU and covered by the EU Transparency Register:

Total in-kind lobbying contributions: €108,022. These are figures which are not included in ALTER-EU's budget.
Please note that the organisations in the ALTER-EU steering committee have all registered individually. The in-kind contributions listed here are also included in the total costs attributable to activities covered by the Register as declared by those individual registrations.
The role of the ALTER-EU coalition coordinator and intern are largely focused on administration and coalition support and outreach tasks, but include a limited amount of external advocacy work, estimated for 2018 to be 25%.
The major financial contributions received from members in 2017 were €5,000 from Greenpeace EU unit, €9,569 from Corporate Europe Observatory, €5,000 from Friends of the Earth Europe, and €2,000 from Lobbycontrol. These figures are included within ALTER-EU’s total budget.
The 2017 budget of €120,167 as reported here includes a reservation of funds of €48,935 carried over to the 2018 budget.
