Goals / Remit
ALL DIGITAL AISBL is a pan-European association based in Brussels. It represents 60+ member organisations that work with 20,000 digital competence centres providing access & training to 2+ million people in Europe every year. We aim to enable the 43% Europeans without basic digital skills to exploit the opportunities created by digital transformation.
Our members are non-profit organisations (ICT community centres, NGOs, public libraries, universities, foundations, etc.) in the field of non-formal education providing access to Internet & ICT tools, as well as digital trainings, certification and opportunities for everyone. Since they are low-threshold places with free or very low-cost trainings, they are particularly fit to serve disadvantaged groups such as unemployed young people, people in less advantageous social and economic situation, elderly people, migrants, etc. However, they provide services to all target groups.

We follow and contribute to EU policy in the fields of education and skills, employment, social & economic inclusion, social innovation, Digital Single Market, e.g. by policy papers & targeted communications.( n)As members of the Lifelong Learning Platform (LLLP) we cooperate with other civil society organisations in education and training on joint positions regarding mainstreaming digital skills, making Erasmus+ more effective and articulating joint messages to the EU institutions. We also collaborate with the European E-Skills Association, CEPIS and the ECDL Foundation. The European E-Skills Association and CEPIS are represented in our Advisory Board by their directors. ( n)ALL DIGITAL is a stakeholder member of the ET2020 Working Group on Digital Skills and Competences of the European Commission, where we sit together with ministries of education from member states, international organisations and social partners. We follow closely the policy initiatives promoted by DG EAC,DG CNECT and DG EMPL, such as the New Skills Agenda for Europe, and the Digital Education Action Plan (DEAP), and in particular on Individual Learning Accounts, Micro-credentials, the Digital Decade Policy Programme, the European Digital Skills Certificate and the upcoming initiatives on improving the provision of digital skills in education and training and on enabling factors for digital skills in education and training. ALL DIGITAL is represented as an organization in the Media Literacy and Fighting Disinformation Expert Group, the Adult Learning Working Group, the Digital Education: Learning, Teaching, and Assessment (DELTA) Working Group, as well as the Voices of Culture Working Group.

MANIFESTO FOR ENHANCING DIGITAL COMPETENCES ACROSS EUROPE
The Digital Competences Manifesto (https://all-digital.org/manifesto/) was first presented at the ALL DIGITAL General Assembly in May 2019, and after the extensive consultation with ALL DIGITAL, members was adopted by the Board and then presented at the ALL DIGITAL Summit in Bologna on 11 October 2019.
Digital competences are necessary in all aspects of life, whether they are social or personal, related to labour or leisure, in any sector, public or private. Improved citizenship is the primary aim of developing digital competences. It is our conviction that the education and training on digital competences need a more consistent approach and a cohesive European system of delivery. That is why we have worked with our network of digital competence centres and relevant expert organisations on a Manifesto on digital competences.
The Manifesto contains a series of key principles and recommendations under five main areas on how to maximize the impact of education and training, as powerful instruments towards continuous development of digital competencies for the European citizens:
1. The education and training offer
2. Access to education and training
3. Quality of education and training
4. European homogeneous validation
5. Sustainability and development
The Manifesto is the result of a grassroots movement in Europe, but we believe it speaks to everyone and everywhere, and ALL DIGITAL is ready to start a dialogue and engage in common actions with partners around the world.
SELECTED PROJECTS:
- The TRANSVAL-EU KA3 Policy Reform project addresses the complex issue of validation of transversal skills. On one hand, employers place increasing importance on transversal skills. On the other hand, transversal skills are only an implicit part of the existing validation and guidance processes.
- Another KA3 project which aims to influence policy was STEAMonEdu, https://all-digital.org/projects/steamonedu/, a project that aimed to increase the adoption and impact of STE(A)M education by investing in the community of practice and the professional development of educators.
- AD is actively involved in implementing DigComp in assessment tools and certifications and in 2018-2019 we have had two projects (now implementing the 2nd), where we will develop & pilot a self-assessment tool, commissioned by the JRC (the Joint Research Centre).
- Our annual events include our General Assembly (restricted only to members) and our Annual Summit (where we bring together stakeholders from different fields to inspire and enrich our work). In addition to this, we organise policy debates in cooperation with MEPs on current topics such as media literacy and e-participation.Other activities
