Goals / Remit
VCM vzw encourages and supports the implementation of a sustainable manure processing in Flanders via consultation and cooperation between all Flemish stakeholders. VCM acts as a facilitator and intermediary between the government, the knowledge centers and the manure processing sector in Flanders and positions itself as a contactpoint and knowledge center for manure processing in Flanders. VCM is committed to the further development of manure processing and strives for maximum achievable and sustainable valorisation of nutrients and raw materials from manure. As a knowledge center, VCM proactively and objectively evaluates current manure processing technologies as well as technological and organizational innovations. Furthermore, VCM identifies technical and policy bottlenecks by assessing needs in the field and makes policy recommendations to the Flemish/Belgian/European government and policy makers.
Main EU files targeted
VCM initiates and coordinates the structural and thematic consultations between the government/policy makers and the sectors involved. On Flemish level the focus is on the legislation related to manure processing in Flanders and export of manure processing products from Flanders, utilization of the end-products of manure processing in Flanders and legislation related to permits for manure processing installations. On Federal/Belgian level the focus is on the legislation related to the trade in fertilizing products from animal manure in Belgium. On European level the focus is on the use of manure processing products in view of the Nitrate Directive, for example by providing input to the SAFEMANURE study and the resulting RENURE criteria, and the harmonization of the export regulation of manure processing products (Fertilising Product Regulation, 1069 Regulation).

Communication activities
VCM performs policy supporting work via, among other things, (1) performing studies on certain themes such as innovative manure and digestate processing techniques, (2) listing the bottlenecks concerning manure processing and (3) the annual set up of a study on the evolution of the operational and available manure processing capacity in Flanders (VCM survey). VCM develops a knowledge center with regard to all aspects of manure processing, with a special focus on the maximum valorisation of nutrients from manure and residual flows in manure processing. General information is transferred via brochures, website, electronic newsletter, social media, study days, press releases, visits to installations, etc. VCM informs also all stakeholders by giving independent first-line advice on technology choice, relevant legislation,… As a tribute to Ivan Tolpe, a pioneer in manure processing from Flanders, VCM organizes the Ivan Tolpe Prijs (already 3 editions: 2015-2017-2019). The aim of this award is to develop and support innovative, promising techniques. The target group is non-profit organisations, companies, individuals, researchers,... with a ready for practice, rapidly implementable and innovative technology usable in manure processing. Also participants from abroad can join the competition, but the concept needs to be applicable in the Flemish context. VCM also participates in European (Interreg NL-VL NITROMAN, Horizon2020 Systemic, ...), national and regional project activities. Finally, VCM is co-organizer of the international conference on manure management ManuREsource (www.manuresource.org). This international conference (2013: Bruges, 2015: Ghent, 2017: Eindhoven and 2019: Hasselt) stimulates the exchange of experiences between regions on the policy measures taken for coping with manure surpluses, both in terms of manure management in a broad sense, and more specifically in terms of manure treatment. This conference also aims to give an overview of the current developments and innovations in manure treatment technologies and to explore various valorisation strategies for manure, like energy production and nutrient recovery.
