    Goals / Remit

    BLOOM is a non-profit organization founded in 2005 that works to preserve the marine environment and species from unnecessary destruction and to increase social benefits in the fishing sector. BLOOM wages awareness and advocacy campaigns in order to accelerate the adoption of concrete solutions for the ocean, humans and the climate. BLOOM carries out scientific research projects, independent studies and evaluations that highlight crucial and unaddressed issues such as the financing mechanisms of the fishing sector. BLOOM’s actions are meant for the general public as well as policy-makers and economic stakeholders. BLOOM also contributes to the improvement of democratic functioning and transparency in the fisheries sector. It fights against corruption, trafficking, influence networks and any other breach of probity at all levels.

    BLOOM advocates for the protection of the ocean, the climate, and small-scale fishers. As a result, over the past years, we have been working on the following legislative and non-legislative files :

    • Regulation (EU) No 1380/2013 on the Common Fisheries Policy
    • Regulation (EU) 2019/1241 on the conservation of fisheries resources and the protection of marine ecosystems through technical measure
    • Regulation (EU) 2021/1139 establishing the European Maritime, Fisheries and Aquaculture Fund
    • Proposal for a regulation on nature restoration (COM/2022/304 final)
    • Regulation (EC) No 1224/2009 establishing a Community control system for ensuring compliance with the rules of the common fisheries policy
    • Commission Implementing Regulation (EU) 2022/1614 determining the existing deep-sea fishing areas and establishing a list of areas where vulnerable marine ecosystems are known to occur or are likely to occur
    • Regulation (EU) 2023/2842 of the European Parliament and of the Council of 22 November 2023 amending Council Regulation (EC) No 1224/2009, and amending Council Regulations (EC) No 1967/2006 and (EC) No 1005/2008 and Regulations (EU) 2016/1139, (EU) 2017/2403 and (EU) 2019/473 of the European Parliament and of the Council as regards fisheries control
