    Goals / Remit

    Magellan is a European Union Affairs Consultancy and an active beneficiary in several large-scale European projects with a recognisable impact, mainly in the maritime transport sector, and more recently on sustainability related issues. With offices in Porto (Portugal) and Brussels (Belgium), Magellan stands out for its action in public affairs, project management, preparation of project bids for EU funding, communication, dissemination and exploitation of project’s results, event management, networking, promotion and representation towards the EU institutions.
    Magellan has supported nearly 20 European innovation projects, developing a consolidated know-how in maximising the implementation and technical and policy impact of projects through dissemination and communication activities, as well as the exploitation of projects’ results.

    Main EU files targeted

    With a view to achieving and maintaining a strong presence of Portuguese entities within the European Union, we provide advice and support to maintain close and effective contacts with the most relevant agents within the European institutions and correlating entities.

    Our strategy is made through the establishment of contacts with decision makers in politics, media and civil society. Furthermore, we offer advice concerning the maintenance and expansion of one’s personal contacts network. Therefore, we arrange meetings and keep close contact with EU Agencies and different DGs, according to the working area of our clients. Our activities are always undertaken according to each client needs. We are currently active in the areas of technologies, transports, energy, public procurement, among others.

    With the aim of influencing the formulation or implementation of policy or legislation, or the decision-making processes of the EU institutions, our most recent activity as focused on the later dimension, assisting our clients to better understand and implement EU policies and legislation that directly affects their activity, hile also promoting their engagement with EU institutions being via direct contacts or by giving notice and supporting them int he reply to public consultations of relevance to them.

    Such activities have recently focused on the European Green Deal, the NextGenerationEU Recovery Plan and the Trans-European Transport Network (TEN-T), more specifically:
    - we supported port authorities and EU project partners in the reply to the TEN-T review since April 2019, specifically with regards to the Open Public Consultation and by supporting the interpretation of the launched proposal in late 2021/early 2022, the Staff Working Document on the evaluation of the Regulation (EU) N° 1315/2013 on Union Guidelines for the development of a trans-European transport network.

    - As sustainability is concerned, and the European Green in particular, more recent efforts in disseminating and supporting current clients in the interpretation and contribution within this area, was the November 2022 proposal by the European Commission for revision of the EU legislation on Packaging and Packaging Waste; the March 2022 EU strategy for sustainable and circular textiles and the proposal for a new Ecodesign for Sustainable Products Regulation.

    - In what concerns the NextGenerationEU Recovery Plan our work very much focused on promoting and engaging with national players, in an effort to promote and participate in national public consultations while clarifying the scope of this initiative.

    Besides these highlights we regularly communicate and engage our clients through our newsletters and social media, where we highlight these types of proposals and public consultations.

    Lastly, in the scope of our participation in several Eu funded projects we have also contributed to the development of several roadmaps and policy recommendations, for example concerning waterborne transport (STEERER) and the port of the future concept (Docks the Future).

    We represent our clients close to the political deciders, press, civil society and representatives of the European Institutions. Representation and advocacy take on different shapes. Here the roadshow service stands out, fulfilling a two-fold purpose of widening the scope of information on the relevant topics for our clients and deepening the relationship with the European institutions and other international players.

    Within this regard, the activities developed for CVR, a technology interface institution, concerned a less institutional component, focusing on meetings and contacts with potential partners in EU funding proposals and projects. Information and the analysis on the proposals concerning Packaging and Packaging Waste, and Ecodesign were also featured within this collaboration.

    The activities developed for LIPOR, took indeed a more institucional focus, as this public municipality association is the responsible for the solid urban waste management in most of the Greater Porto area. Given the activity and contacts promoted, we supported them in their proposal for registration. Nevertheless, as per the communication received by the Secretariat, they are no longer eligible:
    "Being an association of municipalities constituted in the form of a legal person of public law, in order to carry out specific common interests, your activities fall under Article 4.2 (b) of the Interinstitutional Agreement. These activities do not qualify as the interest representation activities; according to the new Interinstitutional Agreement of 20th May 2021 they are no longer eligible for the registration. See details in the mentioned article and Guidelines page 10 point g)."

    MAGELLAN has considerable experience with EU programmes, both through the preparation of grants for its clients and through its direct participation in European Funded projects, taking the role of beneficiary (i.e. CEF-Transports, Erasmus+, Horizon 2020, LIFE, among others).
