    Goals / Remit

    The European Cyclists' Federation (ECF) works for more and better cycling for all in Europe. ECF is pledged to ensure that bicycle use achieves its fullest potential so as to bring about sustainable mobility and public well-being. To achieve these aims, the ECF seeks to change attitudes, policies and budget allocations at the European level. The ECF will stimulate and organise the exchange of information and expertise on bicycle related transport policies and strategies as well as the work of the cyclists' movement.

    Our Aims and Objectives:
    • To promote and encourage cycling in the countries of Europe as an economic, efficient, healthy and environmentally friendly means of transport and recreation. The ECF shall act as a federation of member groups throughout Europe.
    • To raise the status of cycling and to promote recognition of the benefits of cycling for both individuals and society as a whole.
    • To encourage consideration of cyclists' needs in Europe in all aspects...

    ECF objectives in relations to EU institutions are to ‘raise the status of cycling and to promote recognition of the benefits of cycling for both individuals and society as a whole’ and to ‘encourage consideration of cyclists’ needs in Europe in all aspects of transport planning and management, environment, safety and health, and promote cycle-friendly conditions throughout Europe’.

    Communication activities

    ECF's biggest communications activity in 2022 was a global campaign it led with 400 civil society organisations calling on transport ministers attending COP27 in Egypt to include active mobility in their commitments to reduce CO2 road transport emissions. The campaign successful influenced transport ministers to include key language underscoring the need for systemic change that includes active mobility and public transport in the shift away from fossil-fuel transport to zero emissions transportation.

    2022 highlights:
    • A campaign to urge EU and national policymakers to take actions to increase cycling mode share to contribute to energy savings
    • A successful campaign focused on COP 27 to raise the profile of cycling as an effective CO2 reduction measure, gathering signatures from over 400 NGOs on a joint letter to government delegates
    • A campaign for a European cycling declaration, culminating in a 2023 European parliamentary resolution calling on the European Commission to create one
    • Recruitment of EU member states to join the member state-led European Cycling Declaration
    • Publication of updates on our research, especially on national cycling strategies

    Events:
    • The Velo-city conference in Ljubljana in June 2022 gathered thousands of cycling advocates, cities, decision-makers, researchers and industry leaders. It was hailed as a major success. Legendary Danish architect Jan Gehl provided a keynote, assuring the audience that "bicycle activism can save the world."
    • A World Bicycle Day webinar on 3 June, attracting hundreds of attendees, and the Belgian Federal Minister for Transport announcing the European Cycling Declaration.
    • A 25-years of EuroVelo anniversary event publicising the European long distance cycle route network with dozens of speakers, including MEP Ciaran Cuffe.
    • An ECF Awards launched at Velo-city 2022 providing recognition to cities, employers and campaigners for promoting cycling.
