Goals / Remit
European Compost Network ECN is a collaboration of partners promoting sustainable practices in composting, anaerobic digestion and other treatment procedures for organic waste across Europe. It serves with his approach "Quality Management in Biological Treatment of Biodegradable Waste" first of all for the need of the practical operation and the decision makers.

The Europen Green Deal of the new elected Commission inlcudes the folllowing work items with relevance for the bio-waste management sector in Europe:

■ Preserving Europe’s natural capital - Biodiversity Strategy for 2030
■ Farm to Fork - Farm to Fork Strategy
■ A zero pollution action plan for air, water and soil – a healthier planet for healthier people
■ Updating the European Soil Thematic Strategy

■ 8th Environmental Action Programme
ECN’s activities on the policy items in 2022 are related to:
1 Waste Framework Directive
Monitoring the implementation of the adopted waste legislations in 2018
Monitoring the early warning mechanism of the European Commission
Developing a guidance tool to help the European Commission to assess the effectiveness and efficiency of separate collection with the aim of influencing the proposal to harmonize EU rules on separate collection of waste
Collecting data on generation, treatment and trade of waste across Europe through national country reports
2 Fertilisers Regulation (FPR)
Taking part in the Commission’s Expert Group on Fertilising Products and monitoring the implementation of the EU Fertilising Product Regulation
Following the developments of requirements for the inclusion of new Component Material Categories (CMC) in the Annex II of the Regulation
Following our application on alternative time-temperature profiles in the Scientific Committee of EFSA
Taking part in the working groups of Technical Committee on soil improvers and growing media (TC 223) mandated to develop new EU Standards for organic fertilizing products
Following the impact Assessment on the evaluation of the revision of the Sewage Sludge Directive
3 Land Use, Land Use Change and Forestry (LULUCF) Regulation
Engaging in all the consultations leading to the revision of the regulation
Promoting EU rules for carbon farming that rewards the use of compost in agriculture or in other land-based activities
Establishing good contacts with stakeholder and policymakers
4 Common Agricultural Policy (CAP)
Monitoring the trilogues and inform member of relevant developments
Favouring exchange of views between members who are interested to provide their government with guidance and advice for drafting national CAP Strategic Plans
5 REACH Regulation
Monitoring discussion about exemptions for compost and digestate
6 EU Soil Stratgy 2030 - EU Soil Health Law
Engaging in the evaluation of the Directive which sets the requirements for safe agronomic use of sewage sludge in agriculture
7 Industrial Emission Directive (IED)
Monitoring and eventually engaging in the revision of the IED, if relevant changes for the waste sector are expected
8 Farm to Fork Strategy
Establishing good contacts with several MEPs of ENVI and AGRI committee to prepare some amendments for the resolution of the European Parliament
9 Biodiversity Strategy (BioDiv)
