Goals / Remit
Pan-European network of more than 100 associations and NGOs across 30 European countries. We have spent nearly two decades working to protect civic space, enable civic participation and build civil dialogue for more equality, solidarity and democracy in Europe.
We work to ensure civic space and civil dialogue are on the agenda of EU institutions. ECF campaigns advocate for the implementation of longstanding demands by civil society that are among the recommendations of the Conference on the Future of Europe: to adopt an EU civil society strategy to enable, empower, support and protect civil society in Europe, and the implementation of civil dialogue in every policy area and along all policy cycles, including civic space as a stand-alone pillar in the European Democracy Action plan and the Rule of Law report.Main EU files targeted

The European Civic Forum has signed a Framework Partnership Agreement with the European Commission, for the period 2022-2025. This enables ECF to receive an annual Operating Grant from the CERV programme, on Citizens' engagement and participation.

Communication activities
In order to fully achieve its missions, the European Civic Forum is taking action through different forms:
- Connecting civil society actors transnationally and cross-sectorally through conferences, forums, alliances, working groups
- Participating in civil dialogue structures at European level
- Running campaigns for the recognition of civil society organisations in the policy making process at European, national or local level.
Among its major events, the ECF is organising its European Civic Academy and the #CivicPride Campaign. These two activities aim at illustrating a positive narrative about the role of civil society, either coming from NGOs or from locally organised individuals. These are also moments where actors from different backgrounds can meet and learn from each other's experiences.
Advocacy:
We advocate at the EU level by engaging directly with policymakers, participating in consultations, and working with our partners, particularly through alliances and networks like Civil Society Europe.
Our advocacy takes two forms:
Ensuring EU policies respect and promote fundamental rights for all
Calling on the EU to introduce structures and policies that create an enabling environment for civil society organisations and genuine civil dialogue – as envisioned in Article 11 of the Treaty on European Union.
Monitoring and reporting on civic space:
Through our Civic Space Watch platform, we monitor and report on developments in civic space across Europe, as well as providing information and resources. Every year, we publish our Civic Space Report, which collects findings from a select group of countries in addittion to a horizontal analysis of civic space in Europe.
European Civic Forum is also a partner organisation of CIVICUS Monitor. We provide regular updates on civic space for the Monitor.
Network and capacity building:
Since our founding, we have been committed to fostering ever-greater links within European civil society and to helping build structures that recognise the importance of the sector.
From the founding of the European Civic Forum in 2005, to the European Year of Citizens Alliance, and in turn the creation of Civil Society Europe and most recently to our European Convening in 2022, we work to connect civil society actors transnationally and cross-sectorally through conferences, forums and alliances.
