Goals / Remit
HFHR is one of the leading non-governmental organisations in Poland and a key player in the field of human rights protection. HFHR was founded in 1989, and its creation was preceded by the activity of the underground Helsinki Committee in Poland, set up in 1982. The HFHR’s activity is two-fold: monitoring and education (both at the national and international level) and activity in the public interest (including legal programmes providing legal aid and conducting strategic litigation).

Communication activities
HFHR’s activity embraces several programs:
1. Public interest activity
The HFHR pursues public interest activities aimed to increase standards of human rights’ protection in Poland. Those activities are implemented through monitoring, advocacy and strategic litigation. Most important public interest legal programs include:
Strategic Litigation Program – the program provides leadership and support in enhancing human rights in Poland through the strategic litigation. By taking part in landmark cases (by representation of victims or acting as amicus curiae) the Strategic Litigation Program strives to obtain milestone court rulings that change the substance of the practical application of law in crucial human rights issues. The Strategic Litigation Program cooperates with a significant number of pro bono lawyers and in 2011 was recognized by the PILNet Pro Bono Award for the Best Partnership between NGOs and Law Firms in the Public Interest.
Observatory of Media Freedom in Poland – the program is dedicated to monitoring of the freedom of speech standards in Poland as well as to litigation of most important cases, with special emphasis on local journalists.
The Program of Legal Assistance for Refugees and Migrants - the program provides free legal aid to foreigners as well as litigates cases concerning cases of refugees and migrants. The scope of the activity of the Program also encompasses the monitoring of the compliance of Polish authorities with the international human rights standards.
2. Educational programs in Poland
The programs are dedicated to university and secondary school students, which include the Polis Youth Journalism Workshops or annual contest for best master thesis on human rights. Another form of educational activity is the WATCH DOCS: Human Rights in Film International Film Festival. It is one of the oldest and largest film festivals focused on human rights in the world, annually attracting c. 70 000 viewers in different Polish cities. WATCH DOCS is a competition-centred festival that features a professional, international jury. Documentary films from around the world, produced within the past two years, are eligible for entry into the competition for the WATCH DOCS award. Over 2 000 films are entered into the Festival each year.
3. International educational programs:
Within the international education activities, experts and trainers of the Helsinki Foundation for Human Rights organize and conduct training sessions on human rights’ protection instruments, such as how to organize monitoring activities, how to educate on human rights, how to solve social conflicts relating to human rights or how to prepare reports and recommendations.
In 2001-2006 HFHR conducted the International High Course on Human Rights. In 2012 the Course was reinitiated. The Course is dedicated to NGOs’ activists from the former countries of the Commonwealth of Independent States and also to different professional groups. The program of the Course focuses on the use of human rights and democratic principles in the activities of different professions.
The educational program also includes the International Summer School of Human Rights, organized yearly since 1990. This school is addressed to NGOs’ activists, journalists, public officials that deal with the protection of human rights in former socialist countries of the Central and Eastern Europe as well as the Central Asia.
