Goals / Remit
Leader Plus is an open network of LEADER approach changemakers, rural social innovators and entrepreneurs from Serbia and EU, putting their system changing ideas for the rural areas into practice on the national, regional and EU scale. It collaborates with 20+ Local Action Groups (LAGs) involving 605+ stakeholders from 200+ rural settlements of 60+ rural municipalities, covering 15%+ of territory of the Republic of Serbia.
Founded in 2008, Leader Plus provides start-up financing, professional support services, connections to networks across the rural communities and social sectors, and a platform for people dedicated to changing the rural areas of Serbia for better. Leader Plus launches the field of Venture Philanthropy (VP) support in Serbia, activating multi-sector partners across the Europe who increasingly look to support changemaking talents and new ideas to solve rural social problems. Local Action Groups (LAG) remain the core of our community, and their insights show us how the rural areas are moving and what is needed next.
Inspired and guided by Ashoka, our mission has evolved beyond catalyzing individual rural organisations and entrepreneurs to enabling "Everyone A ChangemakerTM" rural communities of Serbia. This means equipping more rural people – including young people - with the skillset and a connection to purpose. That way, they can contribute ideas and effectively solve problems at whatever scale is needed in their family, community, city, workplace, field, industry, country. This evolution comes from the urgent realization that the pace of change is accelerating in an increasingly complex and interconnected world. Our strategic initiatives focus on setting in motion rural people, resources and ecosystems that will bring about a social revolution where everyone contributes to change for the good of all.Main EU files targeted

Leader Plus looks for the best solutions to the biggest problems in rural areas of Serbia. We are essentially focused on impact: measuring it, funding it, and scaling it up. Our mission is finding the most able to create lasting change in rural areas and getting them what they need in order to create greatest possible positive impact on rural Serbia.
Founded in 2008, Leader Plus provided start-up financing support, professional support services, connections to networks across the rural communities and social sectors, and a platform for people dedicated to changing the rural areas of Serbia for better. LAGs remain the core of our community, and their insights show us how the rural areas are moving and what is needed next.
Leader Plus has since implemented more than 20 projects financed by EU, UNDP, AP Vojvodina and Republic of Serbia, SEIO. The projects are focused on rural development sectors: competitiveness, environment, quality of life and economic diversification, delivering positive impact on local, regional, national and policy level.
Through implementation of our original organizational Strategy (2008-2013) which focused on local and regional rural development projects, we have gained exact understanding of the true needs of rural communities and local people, particularly of those both willing and able to create significant impact. Such understanding brought us to a crucial conclusion: that it will be virtually impossible to make, sustain and scale-up any significant impact in the sector, by only implementing available national rural development policies. Scarce, short-time and limited, in quantity, quality and intensity, national rural development policies in Serbia serve more as a short-term social measures, instead of their intended purpose – rural development.
Continuation of rather passive (sit-and-wait) role of rural CSOs kept the sector fully dependable on, rather unfavorable at the moment, national policy priorities agenda, as well as on continuous lack of administrative capacities and willingness to make all the needed rural development support and structures available, in time and sufficient.
Since 2013 and expiration of our initial Strategy 2008-2013, we have re-focused our mission in 2013, towards profile-raising for positioning as a national-level advocacy group for rural sector, most willing and capable of oversight/influencing rural development policy processes and structures, pushing towards more impact through maximizing relevance, capacity and performance of the 2014-2020 EU IPARD/National RD Programme.
In the last 3 years Leader implemented/implements following projects, among others:
• Support to the PM Cabinet Delivery Unit for Agriculture and RD for developing and coordinating support structures for EU IPARD 2014-2020 and national/provincial rural development funding opportunities; Donor: fundraising resources ongoing, 2014-,
• Support to Provincial Government of AP Vojvodina in developing support structures for EU IPARD 2014-2020, and national/provincial rural development funding opportunities, Donor: AP Vojvodina, 2014-;
• CSOs support to national public administration in IPA Rural Development II with focus on Measure 202, donor: EU Civil Society Facility Serbia Programme, SEIO, 2014-
• LAG Alibunar/Deliblatska peščara: Public, business and civil society together, donors: Municipality of Alibunar, Provincial Secretariat for Agriculture, 2009-2015;
• Informing the South Banat rural communities about EU IPARD funds, donor: Serbian European Integration Office, 2012
