    Goals / Remit

    The Nobody Left Outside initiative is a collective of dynamic organisations representing some of Europe's most marginalised and underserved groups, including LGBTQ+ , sex workers, migrants, people experiencing homelessness, people who inject drugs (PWID), and prisoners. United under the banner ‘Nobody Left Outside’, we are working together to identify common challenges, share lessons learned through years of community engagement, and seek integrated solutions to improve access to healthcare for the communities of people we represent. The NLO members represent and support underserved communities in nearly all 53 WHO European Region countries, both directly and through their national members spread across the region.

    The activities of the Platform are coordinated by the Secretariat which is staffed by a group of 4 consultants working approx. 1/4 of a full time position per month. In addition, all the members of the Platform contribute to the preparation of papers, guidance documents, representation at events, etc.

    NLO has been granted the status of a 2019 Thematic Network under the EU Health Policy Platform, run by the European Commission.

    The goals of the NLO Thematic Network are:
    • Identify common challenges and good practices
    • Generate evidence to inform change
    • Incubate practical guidance and innovative solutions toward equity of access to integrated health and social services
    • Help the EU to better support Member States to achieve the SDG 2030 commitments to public health

    Thematic Networks aim to produce a Joint Statement and policy recommendations, and to engage a broader community of interested stakeholders to pool knowledge and experience and to garner endorsement. Core priorities for the NLO Joint Statement will be empowering patients and increasing the ‘desire to care’ amongst cross-sector stakeholders, through effective governance, workforce education and data collection and monitoring. The Joint Statement was presented at the annual meeting of the EU Health Policy Platform (October 2019).

    In 2020, the NLO Thematic Network has been transformed into a Stakeholder Network and continues its work at the EU Health Policy Platform.

    The aim of ‘Nobody Left Outside’ is to act as a unified voice at the European level to identify shared challenges, seek common solutions to improve access to healthcare for marginalised, underserved people, and offer policy recommendations that will best meet the needs of diverse groups.
    Activities to date include:
    • NLO Platform meetings to identify common barriers and identify best practices
    • Policy incubation workshop on barriers to access for underserved groups: e.g. European Health Forum Gastein
    • Communication through journal articles, such as Eurohealth 2017 article that three NLO authors developed before the 2017 Gastein session, and blogs

    • Advocacy through open letters signed by all NLO organizations

    For 2019 the following events have been organised:

    - Kick off meeting - 2019 Thematic Networks, 6 February 2019, European Commission (DG SANTE C2), Brussels
    - Webinars of the Thematic Network led by Nobody Left Outside initiative (NLO), coordinated by DG SANTE and the EU Health Policy Platform.
    - Annual meetings on the 14th of March 2019 and 17th of October 2019.
    - Policy Session at Gastein Health Summit, October 2019.
    - Poster Presentation at the Addiction Summit in Lisbon, Portugal in October 2019.
    - Presentation at the ICIC in Barcelona, Spain in April 2019.

    - NLO Health Service Design Checklist:
    a tool to help service providers, policymakers and community groups to design and deliver targeted health and social services that are accessible to marginalized, underserved people.
