    Der Bundesverband Öffentlicher Banken Deutschlands, VÖB, ist ein Spitzenverband der deutschen Kreditwirtschaft. Er vertritt die Interessen von 61 Mitgliedern, darunter die Landesbanken sowie die Förderbanken des Bundes und der Länder. Die Mitgliedsinstitute des VÖB haben eine Bilanzsumme von rund 3.029 Milliarden Euro und bilden damit etwa ein Drittel des deutschen Bankenmarktes ab. Die öffentlichen Banken nehmen ihre Verantwortung für Mittelstand, Unternehmen, die öffentliche Hand und Privatkunden wahr und sind in allen Teilen Deutschlands fest in ihren Heimatregionen verwurzelt. Mit 59 Prozent sind die ordentlichen VÖB-Mitgliedsbanken Marktführer bei der Kommunalfinanzierung und stellen zudem rund 22 Prozent aller Unternehmenskredite in Deutschland zur Verfügung. Die Förderbanken des Bundes und der Länder haben im Jahr 2023 Förderdarlehen in Höhe von 72 Milliarden Euro bereitgestellt. Der VÖB ist teil der Deutschen Kreditwirtschaft (DK).

    Alle für den Finanzdienstleistungsbereich und die Wirtschaftsförderung und Förderpolitik relevanten Themen. Dazu gehören insbesondere das Bank- und Bankaufsichtsrecht, Kapitalmarkt- und Wertpapierrecht, Handels- und Gesellschaftsrecht, Verbraucherschutz, Steuerrecht, Zahlungsverkehr, Geldwäschebekämpfung und Finanzsanktionen, Wettbewerb & Beihilfe sowie Zivil- und Verfahrensrecht. Ein besonderer Schwerpunkt des Bundesverbandes Öffentlicher Banken liegt auf der Förderfinanzierung, gemäß dem öffentlichen Förderauftrag vieler seiner Mitgliedsbanken. Zu den beobachteten Tätigkeiten zählen darunter Legislativvorschläge der EU-Kommission (alle Arten von Sekundärrechtsakten sowie delegierte und Durchführungsrechtsakte), Grün- und Weißbücher sowie Aktionspläne. Die Arbeit an den Gesetzgebungsverfahren wird ferner beobachtet in den Zuständigkeitsbereichen des Europäischen Parlaments und des Rates, bis zu ihrem jeweiligen Abschluss. Der Verband beteiligt sich außerdem an Konsultationen der Institutionen und der Agenturen. Außerdem wird die Arbeit in technischen Expertengruppen beobachtet, in welche auch immer wieder Mitarbeiter von Mitgliedsinstituten des Verbandes berufen werden.
